For health plan, federal, and state program leaders facing a problem their current resources have not explained.

Bring us your most vexing challenge.

Some decisions need specialized intelligence, not another report. Through our Challenge Question approach, a team with 175+ years of combined experience operating national health plans and federal programs works your question using our proprietary AI, and delivers findings, the evidence behind them, and a clear assessment of what they mean for your decision.

Frame your Challenge Question

Start with a question someone owns

A Challenge Question is one concise, targeted question about a problem that matters to your organization. It is specific, consequential, and tied to a decision a named leader has to make.

“Why is cost rising?” is a topic. “For members with a defined chronic condition, which providers are associated with better outcomes after accounting for differences in patient mix, and what should we investigate before changing our network?” is a Challenge Question. So is “Where is our new claims system paying claims it should not, and why?”

“What does our rate methodology cost in markets served by a single provider, and what happens to access if we change it?”

We refine the question with your team. Early findings may reframe it, and that reframing is part of the value.

How the work runs

  • Frame State the question, map possible explanations with your subject-matter experts, agree on what a useful answer looks like, and set the scope and project charter for your approval.
  • Prepare the data Request, ingest, check, and normalize the information the question requires, using your data and other relevant, authorized sources.
  • Investigate People who have operated health plans and federal programs, working with our data scientists and proprietary AI, explore the data, choose methods that fit the question, and build and test models. Every finding is reviewed, with its evidence, limitations, and unresolved questions made explicit.
  • Deliver Receive an interactive workbench built for your question, a leadership readout, and an assessment of the decision the evidence supports. Estimated opportunity is kept separate from realized economic benefit.

We scope the work in weeks, with the schedule agreed around the question, analytical requirements, and availability of usable data.

What you receive

The workbench brings the findings and their supporting evidence together for your team to examine. The leadership readout explains what they mean for your decision, the response the evidence supports, and the team best placed to act. We distinguish observed patterns, supported explanations, and causal conclusions where the evidence permits.

You also receive a plain statement of what remains uncertain and what information would help resolve it. The result may resolve the question, identify what must be tested next, or establish that the available data cannot yet support a decision.

Some questions end there. Others reveal a continuing need best served by Visión, Conciencia, or Cognitive CxO. The Challenge Question can define that next engagement, but a product engagement is not a required outcome.

What we need from you

  • An executive sponsor A named leader who owns the decision.
  • Operating expertise Subject-matter experts who know how your processes run today.
  • Appropriate data access Access to the information the question requires, under agreed information-sharing arrangements.
  • A shared definition of success Agreement, before analysis begins, on what a useful answer looks like.

An answer you can defend

A pattern is not a cause, and an opportunity is not a result. We keep those distinctions explicit in every Challenge Question, so your team knows which findings are ready to act on and which need further validation.
